Strategy

3SPN’s mission is to promote “best practice” on social development, environmental governance, public participation, and to ensure that all relevant laws and policies are promoted, respected and applied.

3SPN envisions development that is for all, based on principles of ecological sustainability, environmental accountability and social justice.

In order to achieve our vision, 3SPN focuses on strategies, which incorporate the interlinked aspects of social, environmental, and economic development.  Specifically, we aim to:

  1. Build the capacity of 3-S communities through community mobilisation and community advocacy networking,
  2. Raise public awareness on the impacts of dams and the rights of indigenous people,
  3. Promote “best practice” environmental and socio-economic development policies through dialogue and information sharing sessions,
  4. Promote multi-cooperation with all stakeholders include civil society organizations, government and private sectors, and relevant institutions in order to restore social, economic and environmental values in the 3S regions.

3SPN employs a flexible advocacy strategy, which is intended to present a coordinated and cohesive plan integrating our community’s vision, goals, and shared advocacy efforts with other affected community members and NGO’s. We work closely with our local partners Culture and Environment Preservation Association (CEPA), My Village (MVI), and Development and Partnership in Action (DPA) located downstream on the Sesan, Srepok, and Sekong Rivers. At the national level, 3SPN and the 3S community actively engages in dialogue with national and regional governments, regulatory bodies, the dam companies themselves, donor organizations, and hydropower financiers. 3SPN is actively striving to improve Cambodia’s development processes to be based on the principles of public participation and social and environmental accountability.
